The Rural Community Development Resources is a private non profit community development corporation that has been certified as a Community Development Financial Institutiion (CDFI) by the U.S. Department of the Treasury.
   
Mission Statement
   
To create wealth and empower individuals and disadvantaged entrepreneurs through job creation by providing access to capital, business assistance training and leadership development in rural counties throughout Washington State.
   
Major Core Programs
   
Revolving Loan Fund (RLF)
   
RCDR manages a Revolving Loan Fund that provides access to loan capital for low and moderate income entrepreneurs as an opportunity for self employment and job creation for family members and others. The micro loans range from $2,000 to $35,000 per loan with the possibility of more than one loan totaling no more than $70,000. The focus is on new and emerging businesses.


   
One of the critical components of the RLF Program is the small business management educational seminars that are provided as a condition of loan approval. RCDR also partners with the Washington State Departments of Labor & Industries and Employment Security, as well as the Internal Revenue Service (IRS) in providing quarterly tax seminars for limited English speaking Latino businesses.
   
   
Once an entrepreneur obtains a loan, they become part of the family of businesses that are in the RCDR network and continues on-going support is provided.
   

Small Business Incubator (SBI)
   
The Small Business Incubator provides an environment and a higher level of technical assistance to two specific industries in particular, general construction contractors and to the tractor-trailer trucking industry, as well as other new business startups. These business sectors were targeted because they provide higher incomes for the owners. The businesses are considered “desk tenants” whereby they can have access to business management educational seminars, computer training, primary bookkeeping and payroll services and other technical support.
   
In additional to technical support, the SBI will also assist specialty contractors in identifying prime contractors for potential sub-contracting opportunities and/or procurement opportunities with government entities.
   
   
   
   
Center for Latino Farmers (Center)
   
The Center was established to work with primarily limited English speaking Latino immigrant farm workers in their transition to farm ownership.
   
   
The program empowers new and emerging socially disadvantaged producers to efficiently and effectively operate their farm operations for long term sustainability, as well as connect them and help them access USDA programs.
   
   
The Center’s service area are the Washington State counties of Okanogan, Chelan, Grant, Adams, Franklin, Benton and Yakima.
